Saskatchewan Immigrant Nominee Program (SINP)
The SINP nominates skilled workers who want to live and work in Saskatchewan for Canadian permanent residence. It is a two-step process — a provincial nomination first, then a permanent residence application to IRCC, which makes the final decision. What is the SINP?
The Saskatchewan Immigrant Nominee Program (SINP) is Saskatchewan's economic immigration program. The province invites and nominates non-Canadians who want to make Saskatchewan their home; nominees then apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence. Applications are submitted online through the SINP's OASIS system.
The SINP's active pathways fall into three groups:
International Skilled Worker — for skilled workers who want to live and work in Saskatchewan — via a job offer (Employment Offer), an in-demand occupation without a job offer (Occupation In-Demand), or the federal Express Entry pool (Saskatchewan Express Entry).
Talent Pathways — targeted job-offer pathways for the Agriculture, Health, and Innovation & Tech sectors.
Saskatchewan Experience — for foreign nationals already living and working in Saskatchewan — the Skilled Worker with Existing Work Permit and Students sub-categories.
Entrepreneur & Farm categories are closed. Effective March 27, 2025, the SINP permanently closed all Entrepreneur and Farm Owner/Operator immigration pathways — no new applications, expressions of interest, or invitations are being accepted. Existing applications in the system continue to be processed to completion.
2026 Sector-Based Nominations
The federal government sets Saskatchewan's annual nomination limit, and in 2026 the SINP allocates nominations differently by the sector of the job offer. Which group your employer's sector falls into affects intake timing and work-permit-expiry rules.
Priority Sectors
Healthcare, Agriculture, Skilled Trades, Energy, Mining, Manufacturing, and Technology. Minimum 50% of the allocation is reserved for these sectors — candidates are not subject to intake windows and do not need to apply with six months or less remaining on their work permit. A minimum of 750 nominations are reserved for graduates of Saskatchewan post-secondary institutions with a job offer in these sectors.
Capped Sectors
Accommodation & Food Services (15% / 714), Trucking (5% / 238), and Retail Trade (5% / 238) are subject to annual sub-caps (max 25% combined). Employer Position Assessments are accepted only during scheduled intake windows (January, March, May, July, September, November), for candidates with six months or less remaining on their work permit.
Other Sectors
Sectors that are neither priority nor capped are not subject to intake windows, and candidates do not need to apply with six months or less remaining on their work permit.
Capped-sector intake windows and current-year nomination progress are posted on the SINP Processing Statistics page. Employer Position Assessments submitted outside a sector's designated intake window are made ineligible.

Employment Offer
For high-skilled workers (occupations typically requiring post-secondary education) with a permanent, full-time job offer in Saskatchewan, who are not necessarily already working in the province.

This sub-category is job-offer-driven: the employer must register with the SINP and obtain an Employer Position Assessment (EPA). It does not use the Expression of Interest pool.
Occupation In-Demand
For high-skilled workers without a job offer who are qualified in an occupation that is in-demand in Saskatchewan and who meet the points grid. Candidates without an Express Entry profile apply here.

Requires an Expression of Interest (EOI): eligible candidates enter a pool and the highest-scoring profiles receive an Invitation to Apply. There is no limit on EOI submissions, and one profile per person.
Saskatchewan Express Entry
For high-skilled workers who are in IRCC’s federal Express Entry pool and meet the points grid — no supporting job offer is required.

+600 CRS Points
The Saskatchewan Express Entry sub-category is an enhanced Express Entry stream. A provincial nomination adds 600 CRS points to the candidate’s federal Express Entry profile, and IRCC processes most complete permanent residence applications in six months or less. The 600-point boost applies to this Express Entry sub-category only.
Requires an Expression of Interest (EOI). The highest-scoring profiles in the pool receive an Invitation to Apply.
Agriculture Talent Pathway
A job-offer pathway for general farm, nursery/greenhouse, and select food and beverage processing workers with an SINP-approved Saskatchewan job offer.

Health Talent Pathway
A job-offer pathway for physicians, nurses, and other health workers with a permanent, full-time Saskatchewan health-sector job offer. Both a Non-Express Entry and an Express Entry route are available; Express Entry applications receive priority IRCC processing.

A job-offer pathway for high-skilled workers in 32 innovation and technology occupations with a Saskatchewan tech-sector job offer. Both a Non-Express Entry and an Express Entry route are available.

Skilled Worker With Existing Work Permit
For skilled workers who have been working in Saskatchewan for at least six months on a valid work permit and hold a permanent, full-time Saskatchewan job offer.

If your employer is in a capped sector, you must be working for them on valid status when you apply, and Employer Position Assessments are accepted only during the scheduled intake windows.
Students
For graduates of a recognized Saskatchewan post-secondary Designated Learning Institution who hold a valid post-graduation work permit and are working in Saskatchewan in their field of study.

In 2026, a minimum of 750 nominations are reserved for graduates of Saskatchewan post-secondary Designated Learning Institutions who secure a job offer in a priority sector.
The SINP Points Grid
International Skilled Worker candidates must score at least 60 of 110 points. Points come from two factors: Labour Market Success (max 80 — education, work experience, language, age) and Connection to the Saskatchewan Labour Market & Adaptability (max 30). Claimed points must be supported by documents at the time of application.

How the SINP Works
There are five key stages, from confirming your category through your IRCC permanent residence application. Job-offer streams rely on an Employer Position Assessment; the Occupation In-Demand and Saskatchewan Express Entry streams use an Expression of Interest pool.
Confirm your category and eligibility
Determine which category fits — International Skilled Worker (Employment Offer, Occupation In-Demand, or Saskatchewan Express Entry), a Talent Pathway (Agriculture, Health, Innovation & Tech), or Saskatchewan Experience (Existing Work Permit, Students). For no-job-offer streams, check the points grid (minimum 60).
Secure the required support
Job-offer streams: the Saskatchewan employer registers with the SINP and obtains an Employer Position Assessment (EPA), which you confirm in your OASIS account within 10 days. No-job-offer streams (Occupation In-Demand, Saskatchewan Express Entry): submit an Expression of Interest and wait for an Invitation to Apply from the pool.
Submit your SINP application
Apply online through OASIS, pay the $500 application fee, and upload all required documents. Applications submitted with missing or untranslated documents are closed and returned.
Assessment and decision
The SINP checks your application for completeness, assesses it against the category criteria, and issues a decision: approved, ineligible (a second review may be requested), or a misrepresentation review. The federal government sets the annual nomination limit — no application is guaranteed.
Nomination and permanent residence
On nomination, Employment Offer and Saskatchewan Experience nominees receive a temporary work permit support letter. You must apply to IRCC for permanent residence within six months of nomination. Saskatchewan Express Entry nominees receive +600 CRS points; IRCC makes the final decision.

Processing times are updated quarterly and should not be used to predict future applications. They are measured from the date a complete application is received to the date it is finalized.
Language Requirements
Most streams require a language test result of at least CLB 4 (higher for some — e.g. CLB 5/7 for the Health Talent Pathway, and the federal Express Entry level for Express Entry sub-categories). Results must be from a designated testing agency and less than 2 years old. Native speakers who are citizens or permanent residents of an English- or French-speaking country are exempt unless applying via Express Entry.

Government Fees
The SINP charges a single provincial application fee. It is separate from IRCC's permanent residence application fees.
SINP application fee: $500 CAD — non-refundable, paid online by Visa or Mastercard as the final step to submit a worker-stream application. There is no fee to submit an Expression of Interest.
