Manitoba Provincial Nominee Program (MPNP)
The MPNP is Manitoba’s economic immigration program, nominating skilled workers, graduates, and entrepreneurs who have a genuine connection to the province and the intention to settle there. A nomination is the first step toward permanent residence, which IRCC decides.

What is the MPNP?
The Manitoba Provincial Nominee Program (MPNP) is the Province of Manitoba’s economic immigration program. It selects internationally trained and experienced workers, graduates, and entrepreneurs who have the skills Manitoba needs and a genuine intention to settle, and nominates them for Canadian permanent residence.
It is a two-step process: a provincial nomination first, then a permanent residence application to IRCC, which makes the final decision. An applicant may only have one MPNP application in process at a time and cannot apply through both the skilled worker and business categories.
There are three streams (seven pathways):
Skilled Worker Stream — locally driven and based on Manitoba employers’ needs — the Skilled Worker in Manitoba pathway (for those already working in the province) and Skilled Worker Overseas (for those with an established connection to Manitoba).
International Education Stream — a faster pathway to nomination for graduates of designated Manitoba post-secondary institutions — the Career Employment, Graduate Internship, and International Student Entrepreneur pathways.
Business Investor Stream — for business investors and entrepreneurs — the Entrepreneur Pathway (to open a business in Manitoba) and the Farm Investor Pathway (to establish a farm in rural Manitoba).
The Expression of Interest (EOI) System
Most MPNP pathways use an Expression of Interest system — you create a profile, and the MPNP invites selected candidates to apply through a Letter of Advice to Apply.

Skilled Worker in Manitoba
For temporary foreign workers already employed in Manitoba, whose established connection to the province is ongoing Manitoba employment.

| Manitoba employment | A valid work permit and a full-time, long-term job offer from a Manitoba employer after at least 6 months of continuous full-time work with that company (or 1 year if you graduated in another Canadian province/territory). |

| Qualifications | All qualifications for the position, including training/education and any required licence or certification. |
| Language | Sufficient official-language proficiency to perform the job and economically establish (TEER 4–5 occupations require at least CLB/NCLC 4). |
| Connection & intent | Your connection to Manitoba through employment must be stronger than ties to any other province; a Settlement Plan showing you will live, work, and establish in Manitoba as a permanent resident. |
| Not eligible | Self-employed individuals, business owners, owner-operators, independent contractors, and those exempt from a work permit cannot apply under SWM. |
Skilled Worker Overseas
For skilled workers abroad with an established connection to Manitoba. You must have a connection AND score at least 60 points on the assessment grid — without a connection you are not eligible, regardless of your points.

A connection to Manitoba is required of all applicants — you can only receive adaptability points for one connection type. Exploratory visits and recruitment missions are how many overseas candidates establish the Manitoba Invitation connection.
Career Employment Pathway
For recent graduates of a designated Manitoba post-secondary institution with a job offer in an in-demand occupation.

Graduate Internship Pathway
For master’s and doctoral graduates in Manitoba who completed an eligible research internship — no job offer required.

International Student Entrepreneur Pilot (ISEP)
For international graduates of a Manitoba institution who start and operate their own Manitoba business. Uses a separate interest/business-concept process (not the standard EOI portal).
Key requirements
Process: Self-assessment + Business Concept form → mandatory ISEP information session → submit forms → Letter of Advice to Apply → full application ($2,500) + interview → sign the ISEP Business Performance Agreement → operate the business → nomination.
Entrepreneur Pathway
For experienced business owners and senior managers who will open or buy and actively operate a business in Manitoba. Uses a separate, non-portal process.
An in-person business research visit to Manitoba (within one year before your EOI) is recommended. Net worth is verified by an MPNP-approved third party (KPMG or MNP).
Key requirements
Process: Self-assessment + business research → submit EOI (Business Concept + Self-Assessment forms) → Letter of Advice to Apply → application ($2,500) → assessment + interview → sign a Business Performance Agreement → work-permit support letter → establish the business + progress reports → nomination → IRCC permanent residence.
Farm Investor Pathway
For experienced farmers who will establish and operate a farm in rural Manitoba, living on and actively managing the farm.
Key requirements
After nomination, the Farm Investor Pathway requires a $75,000 CAD refundable deposit (Deposit Agreement) before you apply to IRCC for permanent residence.
Process: Research + Interest Guidelines form → Farm Business Concept form → Letter of Advice to Apply → application ($2,500) + interview → nomination certificate → $75,000 deposit → IRCC permanent residence → establish the farm.
How the MPNP Works
The Skilled Worker and International Education pathways follow the EOI-to-nomination flow below. The Business Investor Stream (and the Student Entrepreneur Pilot) use a separate, business-concept-based process.
Create an Expression of Interest (EOI) profile
For Skilled Worker and International Education pathways (except the Student Entrepreneur Pilot), create an EOI profile in MPNP Online. Business Investor and ISEP applicants instead submit Business Concept and Self-Assessment forms by email.
Receive a Letter of Advice to Apply (LAA)
The MPNP holds regular draws and issues an LAA to selected candidates. You then have 60 days to submit a full application (Business Investor timelines differ).
Submit your full application
Complete the application in MPNP Online and pay the non-refundable $500 fee (Skilled Worker / International Education). Business Investor and ISEP applications pay a $2,500 processing fee and submit through the interim paper process.
Assessment and nomination
An MPNP officer assesses your application against the published criteria and your Connection to Manitoba. Business Investor applicants sign a Business Performance Agreement and establish the business before nomination.
Apply to IRCC for permanent residence
Within 180 days of nomination, apply to IRCC for permanent residence for you and your family. IRCC makes the final decision.
Government Fees
The MPNP charges provincial fees that vary by stream. These are separate from IRCC’s permanent residence application fees.
