What is the PEI PNP?
The PEI Provincial Nominee Program (PEI PNP) is Prince Edward Island's economic immigration program, offering a pathway to Canadian permanent residence for skilled workers, critical workers, and business immigrants who meet the province's labour market needs and intend to settle in PEI.
The program operates under a two-step process: first, the applicant receives a provincial nomination from the PEI Office of Immigration; then, they apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
The PEI PNP currently offers the following immigration pathways:
Skilled Worker (In PEI) — for workers in high-skilled occupations (TEER 0–3) currently employed full-time in PEI.
Skilled Worker (Outside Canada) — for workers being recruited internationally by a PEI employer with prior Office of Immigration authorization.
Critical Worker — for workers in intermediate-skilled occupations (TEER 4–5) currently employed full-time in PEI.
Occupations in Demand — for workers in specific high-demand occupations designated by the province, recruited from inside or outside Canada.
PEI Express Entry — for candidates already in the federal Express Entry pool who are living and working in PEI with an eligible PEI employer. A PEI nomination adds 600 CRS points to the applicant’s Express Entry profile, effectively guaranteeing an Invitation to Apply (ITA) from IRCC.
Business Impact Category (Work Permit Stream) — for experienced entrepreneurs with significant personal net worth who wish to establish and actively manage a business in PEI.
Atlantic Immigration Program (AIP) — a federal employer-driven program allowing designated PEI employers to support skilled foreign workers and international graduates for permanent residence.
Current Priority Sectors
The PEI Office of Immigration is actively prioritizing draws in the following sectors. Workers in other sectors — particularly sales and service — may not receive an invitation at this time.
Healthcare
Healthcare workers — nurses, physicians, allied health professionals, and other regulated health occupations facing critical shortages in PEI.
Trades
Certified trade workers supporting PEI's construction and infrastructure needs.
Childcare
Early childhood educators and childcare workers supporting PEI's care economy.
Other Key Industries
Additional sectors with identified labour shortages as determined by the Office of Immigration.

Skilled Worker — In PEI
For foreign nationals currently employed by a PEI employer in a high-skilled occupation who wish to apply for permanent residence.

Skilled Worker — Outside Canada
For foreign nationals being recruited internationally by a PEI employer. The employer must receive authorization from the Office of Immigration before issuing a job offer. With authorization, a Work Permit Support Letter is issued so the applicant can obtain a Canadian work permit.

Critical Worker
For foreign nationals currently working full-time in PEI in an intermediate-skilled occupation, where the PEI employer cannot fill the position through the local labour market.

Applicants in the trucking sector (NOC 73300) must have at least 12 months of long-haul truck driving experience.
Occupations in Demand
A dedicated stream for workers in specific high-priority occupations identified by the province. Can be used for recruitment inside or outside Canada — employers recruiting from outside Canada must receive authorization from the Office of Immigration prior to making a job offer. Employer requests are assessed on a case-by-case basis.

PEI Express Entry
For candidates already in the federal Express Entry pool who are living and working in PEI with an eligible PEI employer.

+600 CRS Points
A PEI nomination through the Express Entry stream adds 600 CRS points to the applicant’s Express Entry profile, effectively guaranteeing an Invitation to Apply (ITA) from IRCC. IRCC then processes the permanent residence application on a priority basis.
Business Impact Category — Work Permit Stream
For experienced entrepreneurs with significant business or management experience who wish to establish and actively manage a business in PEI, with a pathway to permanent residence.
All applicants invited to apply must have their net worth verified by a Designated Net Worth Verifier prior to submitting their application.

Process: Submit EOI profile → receive invitation → submit full application with $10,000 fee → attend interview → sign Performance Agreement → receive Work Permit Support Letter → establish business → receive nomination → apply to IRCC for permanent residence.

Atlantic Immigration Program (AIP)
The Atlantic Immigration Program is a federal employer-driven program, not a provincial nominee stream. Designated PEI employers can support skilled foreign workers and international graduates for permanent residence directly through the AIP, without going through the provincial EOI system.
How the PEI PNP Works
There are six key stages: EOI profile, invitation, application, nomination, and IRCC permanent residence application. The Business Impact Category follows a different multi-stage process — book a consultation for details.
Determine your stream
Confirm which stream fits your profile — Skilled Worker (In PEI or Outside Canada), Critical Worker, Occupations in Demand, PEI Express Entry, or Business Impact. If you are in the federal Express Entry pool, confirm your eligibility for the PEI Express Entry stream.
Create an Expression of Interest profile
Submit an EOI profile through the PEI Expression of Interest online system. There is no fee to create a profile. Your profile remains active for six months. Only one active profile is permitted at a time. Information provided must be accurate and verifiable.
Receive an Invitation to Apply (ITA)
The Office of Immigration conducts draws from the EOI pool. Draws may target specific sectors. The Office reserves the right to limit intake or exclude certain occupations from draws. If you receive an ITA, you must submit a complete application promptly.
Submit your application and pay the fee
Pay the $300 CAD non-refundable application fee (workforce streams) and submit all required documents, including your employer's job offer form (PEIW-02) and, if applicable, a representative form (PEIW-03). Business Impact applications require a $10,000 fee and are submitted directly to the Office of Immigration in Charlottetown.
Receive your nomination
If approved, you receive a PEI nomination certificate. For PEI Express Entry nominees: your federal profile receives 600 additional CRS points, IRCC issues an ITA, and your PR application is processed on a priority basis. For all other streams: you apply to IRCC directly under the provincial nominee category.
IRCC permanent residence application
Submit your application to IRCC and maintain your employment with the supporting employer. Notify the Office of Immigration immediately of any changes to your circumstances — including family status, employment, or contact information. You are required to remain with the supporting employer until permanent residence is granted.
