Canada Government to Halt Processing of Low-Wage LMIAs for Temporary Foreign Worker Program in Select Cities




Starting September 26, 2024, the Canadian government will stop processing Labour Market Impact Assessments (LMIAs) for the Low-Wage stream of the Temporary Foreign Worker Program (TFWP) in certain census metropolitan areas (CMAs). Minister of Employment, Workforce Development, and Official Languages, Randy Boissonnault, stated that Canada has become overly dependent on the program. Employment and Social Development Canada (ESDC) will no longer process LMIAs in the Low-Wage stream for CMAs with an unemployment rate of 6% or higher. The specific cities affected have not yet been disclosed.


Additionally, employers will be restricted to hiring a maximum of 10% of their total workforce through the TFWP. The maximum employment duration for workers hired under the Low-Wage stream will also be reduced from two years to one year. However, exceptions will be made for seasonal and non-seasonal jobs in key food security sectors, including primary agriculture, food processing, and fish processing, as well as in construction and healthcare.
