New Canadian Work Permit Rules: A Challenge for International Graduates in Non-Designated Fields

As of November 2024, new regulations on Canada’s Post-Graduation Work Permit (PGWP) program are raising concerns for international students who pursue studies outside designated fields. These changes mean that approximately 67,000 of the 105,030 graduates who received work permits this year might not qualify if they studied in non-eligible fields. The shift, outlined by the Immigration, Refugees and Citizenship Canada (IRCC), mandates that only graduates from specific areas will qualify for work permits moving forward.


 

Who is Affected by the New PGWP Regulations?

Previously, the PGWP program allowed international graduates from various fields to gain Canadian work experience after completing their studies. Under the new rules, only those who studied in key sectors will be eligible. Of particular concern are graduates in fields such as business studies (42% of PGWP recipients in 2023) and skilled trades (only 1% of PGWP recipients), who may now face restrictions unless their programs align with updated criteria.


While graduates from university degree programs are exempt from these new criteria, graduates from college-level programs will need to ensure their studies align with five designated fields: agriculture and agri-food, healthcare, STEM, skilled trades, and transportation. The IRCC compiled a list of 966 eligible programs, highlighting the priority areas tied to long-term labor needs in Canada.
