QUEBEC IMMIGRATION PROGRAM
YOUR PATH TO QUEBEC – SKILLED WORKER & EXPERIENCE PROGRAMS
There are two main immigration options for Quebec Immigration Program: Regular Skilled Worker Program (RSWP) and Quebec Experience Program.
REGULAR SKILLED WORKER PROGRAM
This program is for people who wish to immigrate to Québec as a skilled worker, whether they are in Québec or abroad.
To participate in this program, you must express your intention to immigrate to Québec for employment. If your profile aligns with Québec’s specific requirements, you will be invited to apply for permanent selection.
To increase your chances of selection, it’s essential to have relevant training and professional skills that support smooth job integration in Québec.

Expression Of Interest
You can declare your interest in immigrating to Québec to work at any time. The expression of interest is filed online.
To submit an expression of interest, you must:
Be 18 years of age or older
Intend to live in Québec
Intend to work in Québec, in a job you are capable of doing.
Your expression of interest is valid for 12 months from the date of submission. If you do not receive an invitation to apply for permanent selection within this time, your expression of interest will expire.
Note:

It cannot be extended or renewed, but you may submit a new expression of interest free of charge, if desired.

The information from your initial submission will carry over to your new declaration.

You also have the option to withdraw your expression of interest at any time.
Complete an online form
You must provide the following information in the expression of interest form:

Personal information;

Contact information;
-
Family situation;
-
Status in Québec;
-
Education;
-
Work experience;
-
If you have a job offer validated by the Ministère de l’Immigration, de la Francisation et de l’Intégration;

Knowledge of French and English;

Other additional information.
After submitting your expression of interest
It will be added to the Expression of Interest bank. From this bank, individuals whose profiles align with Québec’s needs and show strong potential for integration into French-speaking environments will be invited to apply for permanent selection.
If you are invited
You will receive a notification in your Arrima message center with instructions on how to access the form and complete your permanent selection application.
Note: You could receive an invitation at any time, so it’s essential to keep your expression of interest up-to-date regularly.
QUEBEC EXPERIENCE PROGRAM
This Programme is for a foreign student who is a Québec graduate or a temporary foreign worker. It allows you to obtain a Québec selection certificate to settle in Québec permanently.
You must meet all the selection conditions for the Québec experience program when you submit your application. If you do not, your application will be refused.
The Québec experience program has two streams:

Temporary foreign workers

Québec graduates
You must meet the general conditions of the program and the specific conditions of the stream in which you submit your application
Conditions For Temporary Foreign Workers
General Conditions
You must:
-
Intend to live in Québec and work for an employer over whom you hold no legal or actual control, directly or indirectly. This job must not be in a restricted sector;

Be at least 18 years old;
-
Have spoken French proficiency at level 7 on Québec’s French proficiency scale;
-
Be legally present in Québec at the time of submitting your application;
-
Show that you can support yourself financially.
Note: Your spouse or common-law partner must have a knowledge of spoken French that corresponds to a level 4 on the Québec scale of French proficiency levels
Specific Conditions
You must be legally in Québec as a temporary foreign worker, youth exchange program participant or hold one of the following permits:

Working Holiday
-
Young Professionals
-
International Co-op Internship.
Conditions Related To Work Experience In Québec
To be eligible for the Québec experience program, the jobs which you have held must:

Correspond to an occupation in the "Training, education, experience, responsibilities" categories TEER 0, A or B1, 2 or 3 of the National Occupational Classification

Have been performed legally in Québec;
-
Have been full time (minimum of 30 hours of paid work a week);
-
Have been paid.
Note: Periods of part-time work, less than 30 hours per week, do not qualify as part of the Québec Experience Program.
Conditions For Quebec Graduates
General Conditions
You must:
-
Intend to settle in Québec to work for a company over which you do not exercise legal or de facto control, directly or indirectly, in any way whatsoever. This employment must not be in one of the ineligible sectors.

Be at least 18 years old;
-
Have a knowledge of spoken French that corresponds to level 7 of the Québec scale of French proficiency levels

Have a knowledge of written French that corresponds to level 5 of the Québec scale of French proficiency levels
-
Be legally in Québec when you submit your application
-
Demonstrate your ability to be financially self-sufficient.
Note: Your spouse or common-law partner must have a knowledge of spoken French that corresponds to a level 4 on the Québec scale of French proficiency levels.
Specific Conditions
You must:

Have obtained an eligible diploma
-
Have obtained your diploma in the 36 months prior to submitting your application:
-
In a full-time program of study;
-
From an educational institution located in Quebec;
-
-
Have lived in Québec for at least half of your program of study.
Eligible Diplomas
-
Bachelor’s degree (university undergraduate)
-
Master’s degree (including an MBA)
-
Ph.D.
-
Diploma of college studies, technical training (DCS)
-
Diploma of vocational studies (DVS) attesting to 1,800 hours or more of study
-
Diploma of vocational studies (DVS) followed by an Attestation of vocational specialization (AVS) of 1,800 hours or more of continuing education leading to a given trade
SELECTION INTERVIEW
You may be required to complete an interview with an immigration counsellor to verify, for example, the accuracy of the information provided in your application for permanent selection.
If so, you will receive a notice specifying the:

Date of the interview;

Location of the interview;

Time of the interview.
